Tan Tock Seng Hospital Pte Ltd invites tenderers to express their interest in tendering for the project to provide full Consultancy Services for Phase 2 of Novena Healthcare Masterplan

This is a GPA1-covered and open tender. A two-stage Quality-Fee Selection Method (QFM) shall be used for the Tender.

Stage 1 - Expression of Interest (EOI)

Teams will be short-listed based on the stipulated evaluation criteria. No fee proposal is to be submitted at this stage.

Stage 2 - Detailed Quality and Fee Proposal

The short-listed teams will submit the fee proposal and detailed quality proposal separately under the 2-envelope system. Details of the requirement will be made known to the short-listed teams in due course.

Below are the information for tenderer's eligibility.

1. To qualify for this EOI exercise, the consultants must be registered under the Building and Construction Authority's (BCA) latest Public Sector Panel of Consultants (PSPC) – Panel 1 for Consultancy Services (Latest Edition). If the team is in collaboration with foreign consultants, the foreign consultants of the team should preferably present similar qualifications. Information on the PSPC can be found from the "Public Sector Panels of Consultants" at the BCA website at http://www.bca.gov.sg.
2. All submissions hard copies shall be made in sealed envelopes comprising three (3) sets hardcopy and three (3) sets soft copy in a CD-Rom in both Microsoft Office 2003 and Adobe Acrobat 9 Standard. The following submission particulars must be clearly indicated on the front cover of each envelope:
• Project Title: EXPRESSION OF INTEREST TO PROVIDE CONSULTANCY SERVICES FOR PHASE 2 OF NOVENA HEALTHCARE MASTERPLAN
• Tender Closing Date and Time: 21/07/11 @ 3pm sharp.
• Tender Submission Location: TTSH Material Management Department at Basement 2.
• Name, Address, Contact Number(s) and E-mail Address of Lead Consultant Firm.
