The Woodlands Health (WH) Department of Ophthalmology is staffed by a dedicated and experienced team of Ophthalmologists, Optometrists, Nurses, Allied Health Professionals and Patient Service Associates who are passionate about the well-being and health of our patients. It is part of the National Healthcare Group Eye Institute (NHGEI)
Encompassing all the major sub-specialties in Ophthalmology, the WH Department of Ophthalmology aims to add value to the community we serve by providing holistic and comprehensive eye care, and empowering patients to make better choices for their eye health. We hope to do this through education, active collaboration with partners and by embracing ophthalmic technology.

Dr Soh Yu Qiang is an Associate Consultant with the Department of Ophthalmology, Woodlands Health and National Healthcare Group Eye Institute.
He graduated in 2011 from the Yong Loo Lin School of Medicine, National University of Singapore, for which he was awarded the Gold Medal and Book Prize in Ophthalmology. From 2011 to 2020 he completed his training as a clinician-scientist, in the Singapore Health Services (Singhealth) Ophthalmology residency program, for which he was awarded the Association for Research in Vision and Ophthalmology (ARVO) international travel grant and the outstanding Singhealth resident award in 2012, as well as the National Medical Research Council (NMRC) national outstanding clinician scientist resident award in 2019.
His research interests include retinal diseases as well as regenerative corneal therapies, with more than 20 peer-reviewed publications in high-impact journals including Retina, Ophthalmology, American Journal of Ophthalmology as well as Nature Reviews Disease Primers. From 2019 to 2020, Dr Soh underwent further academic training in the conduct of clinical trials, under the Duke-NUS Clinical Sciences PhD program.
Following this, Dr Soh completed 2 consecutive subspeciality fellowships in vitreoretinal surgery from 2020 to 2022, at 2 of the largest tertiary referral hospitals in New Zealand, namely Auckland Hospital in the North Island as well as Christchurch Hospital in the South Island. His surgical interests include retinal detachments, surgical macular pathologies such as epiretinal membranes and vitreomacular traction, as well as complex retinal pathologies including diabetic tractional retinal detachments and secondary scleral intraocular lens fixations. Following completion of his fellowships, he was employed as a Consultant Ophthalmologist at both hospitals prior to joining the National Healthcare Group.

Dr Elton Tay is the Chief of the Ophthalmology Department of Woodlands Health Campus. He also serves as Consultant Ophthalmologist to the departments of Ophthalmology in Tan Tock Seng Hospital, as well as Khoo Teck Puat Hospital. He is also a certified medical assessor at the Civil Aviation Authority of Singapore.
Dr Tay is dual accredited by the Singapore Specialist Accreditation Board in both Ophthalmology and Aviation Medicine. He was the Stewart Memorial Prize winner for his Diploma of Aviation Medicine, UK in 2006. He completed his clinical fellowship in Glaucoma at Lions Eye Institute and Royal Perth Hospital in Perth, Australia.
In addition to his clinical interests in Glaucoma, General Ophthalmology and Aviation Medicine, Dr Tay also has interests in innovation, and ways to improve quality and efficiency in healthcare systems.

Dr James Pan is a Senior Consultant Eye Surgeon with the Department of Ophthalmology, Woodlands Health and National Healthcare Group Eye Institute.
Dr Pan graduated from National University of Singapore in 1995 and was placed on the Dean’s List as one of the top students. He went on to be trained in Ophthalmology in Singapore, and then underwent specialty fellowship training in Cornea, External Eye Diseases and Refractive Surgery at Royal Perth Hospital, Lions Eye Institute and Fremantle Hospital, Western Australia. As a corneal specialist, Dr Pan established the cornea subspecialty service at the Department of Ophthalmology and Visual Sciences, Alexandra Hospital (currently situated at Khoo Teck Puat Hospital) in 2006. The following year, he performed the first corneal transplant in the hospital.
Dr Pan believes in sharing his knowledge with the medical community and in training future doctors and ophthalmologists. He is a Clinical Senior Lecturer at NUS Medicine and Teaching Faculty of LKC Medicine and NHG Residency. He has published numerous scientific articles in international peer- reviewed journals. A strong believer in Primary Eye Care, Dr Pan is also involved in the training of Optometrists to manage patients with stable eye conditions in Optometrist-led Eye Clinics.
A fellow of the College of Ophthalmologists, Academy of Medicine, Singapore and The Royal College of Surgeons of Edinburgh, Dr Pan is also a member of American Society of Cataract and Refractive Surgery.
Outside work, Dr Pan is actively involved in using his medical skills to help the marginalised communities in our society. He volunteers at Mount Alvernia Hospital Outreach Clinic to bring medical care to migrant workers. Dr Pan is also a pro-bono visiting Eye consultant at Assisi Hospice. He is also involved in overseas medical missions to regional countries such as Cambodia and Indonesia.

Dr Lilian Koh is a Consultant at the Department of Ophthalmology, Woodlands Health Campus and National Healthcare Group Eye Institute.
Dr Lilian completed her undergraduate medical training at the Yong Loo Lin School of Medicine (YLLSOM), National University of Singapore (NUS) and obtained her Masters of Medicine (Ophthalmology). In 2012, she was awarded the Ministry of Health Holdings Training Award. In 2017, she became a Fellow of the Royal College of Ophthalmologists. She successfully completed her Ophthalmology specialist exit exams where she was awarded the Gold Medal for being the Best Candidate in the Cataract and Comprehensive station.
Dr Lilian served as both deputy chief resident and chief senior resident during her training and has completed the ACGME-I Chief Resident Training Programme. She currently serves as a Clinical Lecturer with YYLLSOM, NUS, and Lee Kong Chian School of Medicine, Nanyang Technological University of Singapore.
Dr Lilian's areas of clinical interest include medical retina, uveitis, ocular immunology & inflammation, cataracts and general ophthalmology. She is active in clinical research and has presented in many ophthalmology conferences both locally and internationally.
Dr Lilian is interested in the vast potential of technology in improving clinical care both in day-to-day work and at a macro level. She is currently serves as the Outpatient Lead for clinical informatics in WHC, and is also involved in the national effort for the implementation of the new electronic medical record (Epic) which will roll out in phases between 2020-2023 in the majority of hospitals and primary care clinics in Singapore.

Dr Muhammad Amir is a Consultant with the Department of Ophthalmology, Woodlands Health Campus and National Healthcare Group Eye Institute.
He completed his undergraduate medical training at the Yong Loo Lin School of Medicine, National University of Singapore in 2011. During his training, he was awarded the Dr Abdul Aziz Scholarship and the LBKM scholarship for academic achievements.
He subsequently trained under the ACGME-I (American Council of Graduate Medical Education – International) accredited National Healthcare Group Ophthalmology Residency Program and obtained his Master of Medicine (Ophthalmology) in 2017. He qualified as a Fellow of the Royal College of Ophthalmologists (United Kingdom) in 2018, attained Ophthalmologist Specialist accreditation and was admitted as a fellow of the Academy of Medicine, Singapore in 2019.
During the Ophthalmology exit examinations in 2019, he was awarded the Joint Commission for Specialist Training (JCST) Gold Medal award.
Dr Amir has been involved in various leadership and administrative roles. He has served as both chief resident (2016) and chief senior resident (2018) and has been a member of the National Healthcare Group Residents’ Council and Residency Program Review Committees. He was also selected to represent NHG Ophthalmology at the Singapore Chief Residency Programme (SCRP) in 2016-2017.
Dr Amir has presented in numerous local and overseas research conferences, published multiple papers in peer- reviewed journals, as well as authored a textbook chapter. He is active in undergraduate medical education and has been appointed as a Clinical Teacher with the Yong Loo Lin School of Medicine, National University of Singapore, and Lee Kong Chian School of Medicine, Nanyang Technological University.
Dr Amir’s area of clinical interest include cornea and refractive surgery, cataracts, and general ophthalmology.

Dr Roy Tan is currently a Consultant with the Department of Ophthalmology, Woodlands Health Campus and National Healthcare Group Eye Institute. He received his medical training from Yong Loo Lin School of Medicine, Singapore. He was conferred Masters of Medicine (Ophthalmology) in 2016. He subsequently attained Fellowship with the Royal College of Ophthalmologists (London) in 2019, and is also a Fellow with the Academy of Medicine Singapore.He was awarded the Ministry of Health Training Scholarship and underwent further sub-specialist training in Orbital and Oculoplastic Surgery at Academic Medical Centre University of Amsterdam, Netherlands.
His areas of ophthalmic practice include general ophthalmology and cataract, with a special interest in oculoplastics and orbital surgery.

Dr Louis Lim is a Consultant with the Department of Ophthalmology, Woodlands Health Campus and National Healthcare Group Eye Institute.
He completed his undergraduate medical training at the Yong Loo Lin School of Medicine, National University of Singapore in 2011and obtained his Master of Medicine (Ophthalmology) in 2018. He also qualified as a fellow of the Royal College of Ophthalmologists (United Kingdom) in 2020. During the course of his residency training, he was also awarded the outstanding resident award in 2020.
Dr Louis has also been involved in multiple leadership and administrative roles. He has served as chief resident in the National Healthcare Group Ophthalmology residency program and is a current executive committee member of the young ophthalmologist chapter of the Singapore Society of Ophthalmologist (SSO). In addition, he is also currently appointed as a Clinical Teacher with both undergraduate medical schools in Singapore.
Dr Louis also has a keen interest in research in which he is currently completing his clinician scientist preparatory program (CSPP). In addition to presenting in numerous local and overseas research conferences and publishing multiple papers in peer- reviewed journals, he has also consistently won multiple research awards in the Singapore Health and Biomedical Congress (SHBC) in which he has notably won the Young Investigator Gold award in 2016 and the Clinician Investigator Bronze award from 2016 to 2019. He also received multiple research grants with his main research interests including diabetic retinopathy, polypoidal choroidal vasculopathy and age-related macular degeneration.
